Padeswood carbon capture cement plant signs final contracts
Heidelberg Materials' Padeswood project signed final contracts with the Low Carbon Contracts Company, moving towards construction, with up to 500 construction jobs and around 50 permanent roles.
The UK Government reported on 25 September 2025 that Padeswood, developed by Heidelberg Materials UK, and Protos in Ellesmere Port had signed final contracts with the Low Carbon Contracts Company, marking final investment decisions. Padeswood is a carbon capture enabled cement plant in Flintshire, expected to capture around 800,000 tonnes of CO2 a year.
The Padeswood CCS project site says the scheme will create around 50 permanent jobs and up to 500 more during construction. The Government release did not give construction dates.
Why it matters for contractors
Padeswood Works is close to Buckley, so Mount Pool Retreat sits near one of the largest single construction workforces in Flintshire. The site connects to the HyNet pipeline network, which links to other work covered in this timeline.
